En el argot de la sociedad del conocimiento son cada vez más relevantes palabras como ciencia e investigación. Palabras que fi guran en reconocidos buscadores con un número de entradas que al momento de escribir este texto superan, la primera los 50 millones, y la segunda los 60 millones. Cifras que, ya sabemos, pueden variar signifi cativamente de un día para otro. Pero hay también otros términos parientes de similar importancia. El vocablo tecnología aparece con más de 50 millones de entradas e innovación, de renovado valor, ya va por los 20 millones de registros. Innovación de particular atención en este caso.

From a brief description of the different election systems, the article then presents its historical evolution in Colombia. It is set out that the reform of the election system during the 90’s contributed to the cracking of the, until then dominant, two-party system, and to the emergence of a multi-party system in process of consolidation.

The assessment is a frequently used process to verify the achievements in the educational institution in both, social and productive fields. From the General Systems Theory (TGS, Spanish abbreviation), the Soft Systems Methodology (SSM) emerges, proposed by Peter Checkland (1981), because of a paradigm shift in the traditional assessing process. Such methodology puts forward seven flexible stages, the purpose of which is to observe the social problems and to work on them through a holistic thinking that allows integrating all those elements there involved, which data can be quali-quantitative, all this under the precept of a systemic transformation.

Construction operations are conditioned by a numerous of variables involved in the process as well as by the dynamics of the usable resources. Some of those variables include the lack of standardization of activities, the resource availability, the workers training, the use of a given machine or tool and the weather circumstances. Combined, they generate a great variability substantially increasing the uncertainty in the project planning. This situation creates the need of studying new scenes and tools to improve the different processes there involved. This article presents a digital simulation applied to the preparation of mixtures, transport and final concrete placement in a building project. From the model representing the actual system, different scenes were established (personnel reduction in the concrete preparation area, different systems of vertical transport and a change in the method for concrete dosage) in order to determine the most efficient one in terms of time and cost reduction.

The objective is to build a methodological measurement structure that allows assessing the organization performance taking into account the quality management systems, the environment and the occupational health. The process starts with the identification of the measurement requirements called for in the three systems and a methodological structure is proposed which is constituted by a system of indicators established according to categories, taking into account the level of disintegration required by the staff that monitors the Integrated System. To structuring the methodology, the author’s experience in the management system consultancy field was used, as well as the models proposed in the referenced literature. As a result, a theoretical methodological structure was obtained that uses the dimensional variables used by these authors as well as by others who have done some research about the measurement of Management Integrated Systems.

A methodological framework is proposed in this article to study the operative factors of service productive systems using a systemic approach. A dynamic model is also proposed in order to assess its performance. This assessment is carried out using such metrics as total time duration of formative projects and effectiveness in the management of labor competencies transfer. The pilot case is a Labor Vocational Training System, part of a Technological Development Center in Colombia. This model is used to simulate and assess scenes in the system value stream. The resulting attributes with greater impact are, in order, the frequency in the follow-up of the training project, instructor suitability and to a lesser extent, the initial technical conditions of the trainee.

The main objective of this research project was to determine the managerial abilities of university executives. A non experimental descriptive approach was made using a 27-individual, no probabilistic, intentional sample. The results showed that university executives have managerial abilities linked to self-esteem, communication, participation, performance and leadership. Such skills are very propitious to technical, conceptual and human abilities; showing in this way, its validity in decision making at a managerial level.

From the characteristics and necessities of the Nasa indigenous community the application of an evaluation model and the implementation of a software tool supporting the adopted model is presented. The proposed evaluation model is described as well as the construction elements of the software tool such as the architecture and the services offered by the virtual community supporting platform. The adaptation of the Weka tool to the implemented software tool as well as the results of said operation are also presented.
