Abstract

This paper is one part of a research project that is still in the process. The central subject of the research project turns around the education reform in higher education in Indonesia implemented in 1999. The aim of this paper is to analyze government regulations about badan hukum in order to understand the meaning of university autonomy in Indonesia. In this research project the work is divided into two: a review of the literature on the topic and a fieldwork between 2015 and 2017, which include interviews with key persons.
