Abstract

The Inter-American Court of Human Rights issued its decision in the "Campo Algodonero" case in 2009 concerning the crimes committed against women in Ciudad Juarez. The Court ruled that the Mexican State had violated the state responsibility to protect its citizens. This study analyzes the “Campo Algodonero” decision and other forms of State responsibility under the ILC Articles on the Responsibility of States for Internationally Wrongful Acts (2001) in order to offer conclusions about the potential responsibility of Mexico for the violation of the obligation to respect its citizens.
