Abstract

A set of historical conditions allow particular concepts, like development, to arise. This concept informs of the set of statements which name it, describe it, explain it and institutionalize it. Development plans are one way to institutionalize discourses on development and to accept planning as the only way to move towards development. In order to shed some light on this, the discursive structure in three development plans from the 90’s in the department of Antioquia was studied. The question to be answered: when talking about development, what do we talk about? This paper lists the   results of research concerning population and territory dimensions.
