Municipal reinvention towards processes, first step of the municipal and regional competitiveness strategy

Abstract

The relation between the processes oriented transformations in the public organizations of municipal level and the generation of conditions for the creations and support of competitive advantages in the economic sectors located in the jurisdictions (municipalities and regions) of the transformed public organizations, is a phenomenon of administrative and economic character that deserves to be explored both theoretically and practically. The mentioned developed focus is oriented to understand if the institutional transformations in the government agencies, with all the costs that it implies, are necessary and, if they are, what impact do they have in the achievement of the adequate local environments for the creation and sustentation of competitive advantages in the clusters of organizations that integrate the economic sectors that pretend to compete at a global scale.
