Balance of the enterprise strengthening programs in Antioquia: Towards a territorial policy

Abstract
Enterprise promotion programs are considered to be a potential for the construction of a territorial policy in the creation and location of firms. The proposal in this article considers that such policy includes the interaction of three spheres of analysis: the political frame of reference established by the national government; the industry as an actor of the regional development process; and the territory as the physical environment where social processes are generated.
In the article, the local development programs and the programs for strengthening of the enterprise base in Antioquia were reviewed, and an absence of territorial outline policy was discovered; it also does not recognize institutional cohesion to carry out the development objectives of the region.
